Name: Blue. It is actually his pen name; he uses it publicly to protect his identity, so he can write scandalous or otherwise dangerous works without compromising his actual name, that he claims he forgot when he came to the Neath. Usually, only friends and close acquaintances know him by his real name – [Wesley Miller]. In the streets of Fallen London he's better known as the Courteous Chandler. In the Great Game he is the Bishop.
Age: In his thirties. Born December 5th, Chiropteromantic sign of the Lantern.

Appearance: Somewhat unobtrusive. While quite well dressed and not unpleasant to the eyes, both his manners and his physical appearance lack any singularity or distinctive sign that would make him stand out. In fact, apart from his Victorian clothing, he could be one of Magritte's famous bowler hat men.

Weight: 172 lbs.
Eyes: Stormy-eyed, but it is hardly distinguishable because his eyes were already grey.
Hair: Brown, well groomed, with neat sideburns. No beard or moustache.
Face/Complexion: Fair carnation, regular features.

Defining marks: His more defining mark is the complete absence of any defining mark whatsoever. Only a keen observer with a chance to see him shirtless could spot a nearly indistinguishable, crescent-shaped scar on his left forearm.
Build: Normal, slightly slender.
Dress Style: His usual outfit includes generic-toned suits (usually brown, gray or black),a draped cloak or a longcoat, boots, top hat and a tasselled cane [actually a sword-cane], but he usually puts much effort in blending with his surroundings, dressing so that he doesn't stand out in the place he is. He often wears gloves.
Notable Possessions: He owns a ship (the SS Plutonia), keeps an extensive library in the Pragmatic Poets' Society headquarters in Concord Square, and has access to a full set of Knife-and-Candle equipment and some firearms (including a masterwork Ratwork Revolver, personally gifted to him by his Rattus Faber friends Cornelius and Ignatius).
Always on his person: A small golden ring, that he usually keeps in a waistcoat pocket. A pocketwatch. Pencil and paper to take note of occasional sources of inspiration for his work. A playing card (two of diamonds). A small vial containing five drops or Prisoner's Honey. A First City coin. A Semiotic Monocle. He is often accompanied by a Bifurcated Owl and some bats.
Manner of Speech: Quiet, mannered, prone to using complex syntax and prose to convey simple information. Sometimes he likes to entertain his interlocutors with impromtpu devised riddles, alliterations and wordplays.
Manner of Movement: Elegant but controlled, measured, almost cautious.
Physical Health: Good.
IQ: He's well educated in classical subjects and displays a remarkable broad-mindedness, but apart from that he doesn't show many signs of above- or below- average intelligence.
Extrovert/Introvert: While sociable and well versed in etiquette and conversation, he's somewhat demure and reserved about his own opinions and goals, except for his interest in the Marvellous.
Mental Health: Stable. He usually meets every occurrence, no matter how sudden or surprising, with seraphic attitude and a gentle smile. When dark, menacing secrets start to plague his nights, he smothers his nightmares in long walks, carnival trips and friend's company.
Goals/Dreams: The Marvellous. While questing to fulfill his Heart's Desire, he tries to have a good time in the Neath – good wine, good company, and the occasional drop of Prisoner's Honey and intrigue.
Quirks/Habits: He's often seen scribbling, always keeping pencil and paper ready. He says it's for recording passing inspiration for his work. He almost always wears gloves. Usually he uses his real name only with friend or close acquaintances: for his poetic commissioners he's just Blue, for his contacts in the Great Game he is Bishop, for the Blue Marine customers and many others he is the Courteous Chandler. Sometimes he leaves a two of diamonds playing card as a sign of his passage: it's a little pun based on his initials, that usually only a person who knows his real name can understand, with some deduction work.
Hobbies/Interests: He enjoys reading, solving riddles, playing chess and cards with friends, gambling, drinking hot wine at the carnival, walking in Fallen London's parks. He's a regular of the Singing Mandrake and of various Honey dens in Veilgarden. He is a scholar of the Correspondence. He also completed 70 volumes of Prelapsarian Archaeology research, collated from Fallen London and the islands of the Unterzee: his goal is to understand the dynamic of the fall of the previous cities to foresee, and possibly prevent, the ultimate fall of London.
[He enjoys the game of Knife-and-Candle, and, despite a somewhat fluctuating combat record, through careful preparation and sheer perseverance he earned the highest Distinctions. Now he can be considered an expert duellist and a competent fighter.]
Vices: While working on a report for the Magazine Formerly Known As the London Magazine, he developed a passion for Prisoner's Honey, at the point that he bought a home in Hollow Street and became a regular visitor of Honey dens.
First Impression: While talkative and well mannered, he's too unobtrusive and devoid of defining traits to carve a strong impression. Sometimes even his acquaintances fail to remember where or when they met him the first time. Often he only happens to “be there”.
Philosophy of Life: Once you're arrived, it doesn't matter anymore how many steps it took you to get there. (A combination of magnanimity and opportunism. He tries to reach his goals making the less possible noise and trying to keep everybody happy, but always keeping track of what his best interests are. Though because of his patient nature, he doesn't mind delaying the pursuit of his interests to help somebody in need).
Ethics and morals: He is open-minded towards Clay Men, Rubbery Men, and Tomb-Colonists, treating them with the same respect that is paid to peers: he considers them all as brothers, in the christian sense of the term. Likewise he has no biases towards women, ethnic minorities and socially low-standing citizens, mostly judging them on the base of their actions only. No matter the cause, he never permanently kills a sentient being, and he also tries not to cause any harm, but he isn't above inflicting some punishment if the situation absolutely requires it (for example in self-defence, defending somebody else or the attacker himself). He has the opinion that in the Neath common morals have been overturned, so while he considers still valid the general guidelines of not harming others and behaving justly, he is quite forgiving of scandalous, licentious or gluttonous behaviour.
Occupation: Writer and poet for hire under the pen-name of Blue, he adheres to the Bazaarine poetic current, and is known for not shying away from any content, no matter how scandalous or dangerous – for a price. He's also fluent in English, Italian and Latin, often offering his services as a translator to various Elderwick editors and booksellers. His activity as an investigator is more a hobby than a source of revenue, considering that he often investigates more for pleasure and personal interest than for material gain. [Formerly an Agent in the Great Game, where he is addressed as Bishop, reflecting both his religious convinctions and his calm, soft-spoken demeanor, he currently operates as Midnighter, one of the first Midnighters to ever roam the Neath.] Recently he put his zee expertise to use opening up a shop in the Bazaar dealing in maritime supplies, maps, guides to the islands and collections of mariner's tales, the Blue Marine. He maintains a room reserved at the Royal Bethlehem Hotel, and he also owns a Handsome Townhouse in Concord Square that is now the headquarters of the Pragmatic Poets Society and an apartment above a gambling den in Hollow Street that he often uses when he's eager to celebrate, either with Prisoner's Honey or gambling or both. [He actually maintains a number of other lodgings in various areas of Fallen London, both for stashing resources and as hiding places when needed].
Finance: Not rich, but wealthy. His literary activities grant him a steady income, and sometimes he finds the occasion to round it up with investigating activity or social interaction.
Marital Status: Unmarried and uncommitted. [He actually left his lover on the Surface, promising to marry her when he'll be back.]
Sexual Preference: While heterosexual on the Surface, in the Neath he experienced some pleasant homosexual experiences and for now he considers himself bisexual and open to experimentation.
